Reversing the Power Imbalance in Digital Democracy through Open-Source Resilience.
Section 1: The Mission
Our mission is to evolve the world’s most successful participatory democracy platform, Decidim, into a truly decentralized infrastructure. By decoupling the “System of Record” from municipal servers and anchoring it in a neutral, blockchain-mapped Rule API, we ensure that community governance is un-hackable, transparent, and bottom-up.
Section 2: The Sovereign Tech Fund (STF) Application
This site serves as the official project portal for our 2026 application to the Sovereign Tech Fund (Germany). We are seeking support for a 12-month maintenance and hardening cycle to develop the following “Sovereign 10” modules:
- The Rule API: Decoupling governance logic from the application layer.
- Blockchain State-Mapping: Permanent, immutable recording of community proposals.
- The Wisdom Layer: Expert peer-review modules based on Social, Financial, Cultural, and Environmental pillars.
- ZK-Auth Identity: Privacy-preserving, DSNP-anchored authentication for verified citizenship.

As part of our commitment to Public Money, Public Code, all work funded by the STF will be integrated into our open-source ecosystem.
